Russia and US bases - Echoes of the cold war?

We now know that formal talks on the deployment of parts of a U.S. anti-missile system in Poland will begin this month. Radar bases connected to that system are planned for the Czech Republic. Polish foreign minister Anna Fotyga says the talks are technically very difficult. They're politically difficult as well.

Russia is upset about the bases and claims they will upset the post Cold-War balance of power. In fact the cold war is increasingly mentioned in rhetoric from both the US and Russia in recent weeks. Jill Zobel spoke to Dimitri Trenin a military analyst with the Moscow Center of the Carnegie Endowement for International Peace and asked him why does Russia fear this anti-missile system?
